Access is Denied while Administrator

I have been trying to set up powershell remoting between my laptop and my desktop PC, both running windows 7. On the laptop I opened powershell and ran enable-psremoting and then went to do the same on my desktop. Error: Access is Denied Thinking that maybe permissions were slightly different I re-opened powershell using "Run as Administrator" and tried once again. Access is Denied. I have tried modifying permissions on powershell.exe, attempted it in Safe Mode, tried using an unlocker program on the powershell directory, and just about anything else myself or friends could come up with. No matter what I seem to do I get the same Access is Denied error. I would be very appreciative of anything at all. Thanks.
