If I query Active Directory for al users to be exported to a csv file and some of these users have names with special characters like é è à ç ô
Than the values in my csv contain a question mark.
For example, the user Jérôme becomes J?r?me in my csv file.
How can I avoid this or deal with this?

By default Export-Csv create ASCII files, you can use the Encoding parameter with a value of 'Unicode'.
