I used this Shell command to apply a policy to all of your existing users. I have not figured out how to get a policy to apply to all future created account. So I’ll just have to run this periodically to catch new mailboxes. We have 2 policy 1 for 30days and another one retain all items...
Get-Mailbox -ResultSize unlimited | Set-Mailbox -ManagedFolderMailboxPolicy “Purge Deleted Items”
Any helps would be appreciate...thanks

Is your only question "how to get a policy to apply to all future created accounts"?
You should consider asking this in an Exchange non-PowerShell forum also.
